Step 1: Assessing the Need for Contractors
Before a grant proposal is submitted or soon after the submission, a thorough assessment of contractors and services needed must be made. A variety of contractors might be required, including independent evaluators, professional development providers, management consultants, program experts, etc. The types of providers are often identified during proposal development. For example, in nearly every federal grant, the selection of an evaluator is required to maximize program success.
